DWP Annual Operations Plans

The Inyo County/Los Angeles Water Agreement provides that each year the Los Angeles Department of Water and Power (LADWP) will develop an annual operations and pumping plan for the Owens Valley consistent with the goals of the Agreement. By April 20, LADWP must submit to the County a proposed plan for the twelve month period beginning April 1. The County has 10 days (April 30) to comment on DWP’s proposal. LADWP must meet with the County’s Technical Group representatives within 10 (May 10) days of the receipt of the County’s comments to try to resolve the County’s concerns. LADWP then has 10 days after meeting with the County to revise its operations and pumping plan and then implement the plan.

An important component of the DWP Operation Plan is the Pumping Program.

In 1990, the County and LADWP adopted a Drought Recovery Policy that requires the Inyo/Los Angeles Standing Committee’s approval of LADWP’s annual operations and pumping plans before LADWP implements the plan.

Owens Valley Annual Operations Plan Summary

For the period of April 1, 2009 to March 31, 2010 the forecast Owens Valley runoff is 294,100 acre-feet, or 71% of normal. According to the well ON/OFF provisions of the Water Agreement, approximately 135,000 acre-feet of water is available for groundwater pumping from Owens Valley wellfields. Currently, LADWP pumping is governed by the ON/OFF provisions of the 1991 Agreement between the County of Inyo and the City of Los Angeles (City) and its Department of Water and Power on a Long-Term Groundwater Management Plan for Owens Valley and Inyo County (Water Agreement) and the Agreement Between the County of Inyo and the City of Los Angeles Department of Water and Power Regarding and Interim Management Plan for Groundwater Pumping in the Owens Valley (IMP) agreed upon by Inyo County and LADWP. Accordingly, LADWP’s planned pumping is limited to 63,450 acre-feet (acft) for 2009-10 runoff year.

DWP 2008-2009 Annual Operations Plan – May 2008

For the period of April 1, 2008 to March 31, 2009 the forecast Owens Valley runoff is 356,100 acre-feet, or 86% of normal. According to the well ON/OFF provisions of the Water Agreement, approximately 144,000 acre-feet of water is available for groundwater pumping from Owens Valley wellfields. Currently, LADWP pumping is governed by the ON/OFF provisions of the Water Agreement and the Interim Management Plan (IMP) agreed upon by Inyo County and
LADWP. Accordingly, LADWP’s planned pumping is limited to 66,800 acre-feet for 2008-09 runoff year.

Draft – April 2008

ICWD received the DRAFT DWP Operations Plan on April 18, 2008. No digital copy was provided. The proposed plan presents total pumping of 66,800 acre-feet in the Owens Valley for the 2008-2009 runoff-year. ICWD reviewed the draft plan and commented on April 28th with the following letter to DWP.

Groundwater Pumping – Runoff Year 2005-2006

On September 28, 2005, LADWP released Revised Proposed Operational Plan for 2005-06 Runoff Year. The revision was a result of the Inyo County Superior Court’s August 9, 2005 Order. Accordingly, planned groundwater pumping for the duration of the Runoff Year (through Mar 2006) were revised and limited to a maximum or 57,412 Acre-feet.
